The new revised and updated Ipswich Homelessness and Rough Sleeping Strategy 2025 – 2030 has been written to reflect:
- The Corporate Strategy ‘Proud of Ipswich’ (2023).
- The outcomes and achievements from our previous Homelessness and Rough Sleeping Strategy (2019-24).
- Changes in legislation and new requirements.
- Current data insight.
The five priorities of the Homelessness and Rough Sleeping Strategy set out how we will enable our residents and prevent homelessness and rough sleeping in Ipswich, whilst continuing to provide a high-quality service we are proud of. There is a central theme throughout the strategy of early prevention and utilising data and technology to deliver accessible, targeted, successful, and cost-effective services.

The Homelessness and Rough Sleeping Strategy centres around our five priorities:
- Provide a high-quality advice service.

- Work with our partners to end rough sleeping.
- Facilitate access to suitable accommodation.
- Build and maintain partnerships that support residents.
Working together
This strategy outlines what the Council can do directly and how we can influence others to tackle homelessness and rough sleeping in Ipswich. The strategy recognises the challenges faced and the need for greater partnership working to achieve shared priorities.
Action plan and monitoring
The Homelessness and Rough Sleeping Strategy is supported by an action plan, which is reviewed every three months to track progress on the five priorities. The Action Plan is central to the strategy and will adapt as needed over the years to respond to changes.
