What is an Empty Dwelling Management Order?
An Empty Dwelling Management Order (EDMO) is a legal tool used by the Council to address the issue of long-term vacant properties. If a property has been unoccupied for at least six months and is unlikely to be occupied soon, the Council may consider using an EDMO. This is typically a measure of last resort.
Purpose of EDMOs
EDMOs help in:
- Preventing empty properties from falling into disrepair
- Reducing the nuisance they may cause to neighbors
- Bringing vacant properties back into use
When is an EDMO Used?
An EDMO may be used if:
- The property has been vacant for at least six months
- The property is in a condition that is, or can be made, habitable at a reasonable cost
- There is a reasonable expectation that the property will be occupied following renovation
Process and Management
Once an EDMO is issued:
- The Council takes over the management of the property
- The property is renovated and prepared for occupancy

Allocation of EDMO Properties
People on the Council’s housing register will be given priority when it comes to occupying properties managed under an EDMO. This ensures that the renovated properties are used to benefit those in need of housing.
