
Ipswich Borough Council’s Executive will discuss the Council’s response to the Mayoral devolution consultation at next week’s meeting (8 April).
As part of the process for forming a Mayoral Combined County Authority for Norfolk and Suffolk, the government is required to run a public consultation. This started on 17 February 2025 with a deadline for responses on 13 April 2025.
It is essential that the Council responds to the consultation, given the significant implications the proposals could have for the future governance of both Suffolk and Ipswich.
The Council supports the introduction of a Mayoral Authority for Norfolk and Suffolk as a positive step in the devolution process. However, it is essential that the implementation of these arrangements delivers clear benefits for Ipswich and does not divert investment or resources away from the town. The Council is particularly keen to ensure that Ipswich has a meaningful role in the governance of the new Authority, including a seat on its Board.
Councillor Neil MacDonald, Leader of Ipswich Borough Council, says:
“A devolved Norfolk and Suffolk and Mayoral Combined County Authority (MCCA) will present an opportunity for Ipswich which we are supportive of. However, the current proposal means the MCCA would consist of the two county councils, Norfolk and Suffolk, without direct representation for major urban centres like Ipswich and Norwich. This raises a concern that Ipswich would have limited influence over regional decision-making.
“It is imperative the Council participates in this important consultation. Without this, there is a risk that Ipswich’s needs could be sidelined.”
